1.5 billion euros to make public places more accessible

At the 6th National Disability Conference (CNH) on Wednesday April 26, Emmanuel Macron presented a series of measures to improve the daily lives of people with disabilities, particularly in terms of accessibility to public places, housing and transport.

" We are not living up to the ideal of equality that we have engraved on the pediment of the Republic", declared the French President at the 6th CNH, noting a severe opinion issued in mid-April by the Council of Europe.

Key news from the conference 

ERP :

  • A budget of 1.5 billion euros to speed up the retrofitting of small shops, restaurants, public services and transport, in order to improve accessibility, which is still largely inadequate.
  • In terms of timetable, the President plans to monitor this commitment on a regular basis, with a first assessment as early as 2024. However, he has not retained the idea of sanctions for the time being. The French government intends to set an example: the accessibility of its buildings, as well as those of public operators and the Social Security system, " will be completed by 2027". 
  • Local investment: In order to support "the most financially vulnerable local authorities, additional local investment support resources (DSIL) dedicated to accessibility will be mobilized."
    Finally, for small shops and everyday establishments, the State will deploy a territorial accessibility fund run by the prefects to co-finance accessibility work, with a possible top-up from voluntary local authorities.

For housing :

  • Ma Prime Adapt' will be open to disabled people of any age.
  • Labelized housing: a label will be created and affixed voluntarily by real estate professionals to enable people with disabilities to identify the level of accessibility of private housing. Accessible social housing will be better identified to help applicants find accommodation that meets their needs.
